Unsurprisingly, our research shows the most profound changes across all sectors, affecting all UK regions, have been driven by COVID-19.
This may be expected, but where would you place issues like legislation and central government policy; the climate agenda; and financial pressures? Where would they rank in the list of concerns, following the pandemic coming out on top?
Organisations’ experience of the pandemic’s influence on issues from business continuity to digitalisation and future workforces, makes for interesting reading. So does sector specific insight on particular issues affecting organisations now and into the future, drawn from the findings of our research.

The external context in which organisations are operating is constantly changing and becoming more challenging. Our research also delved into what challenges the sectors thought they would be managing over the next five years and took the temperature on how prepared they felt to meet them.

This Whitepaper is the first report reflecting the findings from Zurich Municipal’s customer research in conjunction with YouGov and our partner membership organisations.
Our 2021 research has explored general sentiment about the future of the public and voluntary sectors; views on current and future drivers of change and their relative impact; and future challenges and opportunities, and how well-placed organisations are to deal with them.
The report contains contributions and reflections from our partners at SOLACE, the NHF, CIPFA, ALARM and NCVO on the findings of the research and future trends affecting their member organisations.
- Quantitative survey via YouGov to get robust results, surveying 1,000 senior decision makers in the public and voluntary sectors
- Online survey to partners & ZM customers with both quantitative and open-ended questions. 111 took park in the survey: 81 via Partners including: SOLACE, the NHF, CIPFA, ALARM, NCVO and 30 ZM Customer Panel & Sales links.
