Local authorities are in a significant period of change and have a new role and purpose; to achieve promised outcomes. They will have to dramatically increase outsourcing and partnerships to help achieve these outcomes.
Outsourcing and partnership working is much more than simple subcontracting or logistics management. Outsourcing places what have been entire, sometimes core elements of the home organisation, into the hands of third parties.
These core elements are more than workforces and their skills, or just the physical resources needed to deliver on promises. Increasingly, whole directorates like education and care will be outsourced, with third parties responsible for highly sensitive services for children, the vulnerable and the elderly. As strategic commissioners of services local authorities will have to tackle new risks that range from failure of vital care to damage of reputation.
