Planning and managing a firework display
The growth of public events celebrating Guy Fawkes Night, Diwali and New Year’s Eve shows an increasing preference for managed firework displays. Incidents at organised firework displays are rare but like all outdoor events they should be planned and managed properly in advance.
Here are some tips on making sure your event goes off safely, with a (controlled) bang...
Safety first
Display organisers should:
- Establish an event committee with individuals responsible for dedicated tasks, including overall safety and carry out a risk assessment. Ensure the HSE guidance on firework displays and the events safety guide is consulted.
- Consider basic details such as expected size of audience, will there
be a bonfire, will a fireworks display operator be used?
- Choose a site after considering; the expected number of visitors, the types of fireworks to be used, access and egress, crowd segregation, condition of the site, provision of necessary services such as temporary lighting, the likely effect of extreme weather conditions, and exposure to surrounding property
- Advise police and fire services in advance and consider who else may need to know such as aerodromes, neighbouring landowners, the local authority etc.
- Establish an emergency plan including first aid and fire fighting arrangements.
- Establish suitable accident reporting procedures, as well as processes for dealing with lost children.
- Carry out site safety inspections before and after the event during daylight. These should be signed, dated and kept on record.
